How is the regulation of electric scooters in Spain?

The electric scooter continues to gain popularity in major Spanish cities. It is a more economical means of mobility than other types of vehicles.

The Government definitively set in November 2020 the regulations related to Personal Mobility Vehicles, among which are electric scooters, through Royal Decree 970/2020, which came into force on January 2, 2021.

If you have an electric scooter, these are the rules you must comply with

Prohibited to circulate with them on sidewalks, pedestrian areas, crosswalks, highways, freeways, interurban roads or tunnels in urban areas.

These VMPs must have a certificate of circulation: they will have to include a QR code that certifies that the electric scooter complies with the technical requirements demanded by the regulations. Here you can read the DGT manual where the technical characteristics are specified: the Manual came into force on January 22, 2022 with a transitional regime: the VMPs sold from January 22, 2024 will be certified. The previous ones will be able to circulate without certification until January 22, 2027.
